The Secretary of State’s consultation on local government in Northamptonshire
The Local Government and Public Involvement in Health Act 2007 requires that before a proposal for local government reorganisation can be implemented, the Secretary of State must first consult any council affected that has not submitted the proposal, as well as any other persons that he considers appropriate.
To inform the Secretary of State’s decision, representations are welcome from any persons interested, including local residents, businesses and those in the voluntary sector in Northamptonshire and neighbouring councils.

Police and Crime Commissioner Consults on Council Tax
Northamptonshire’s Police and Crime Commissioner, Stephen Mold, has asked for views on the policing part of the council tax. In addition, Mr Mold will soon become the Police, Fire and Crime Commissioner for Northamptonshire and will have responsibility for setting the Fire & Rescue Service element of the council tax too. Your feedback will help inform the level of council tax set for Northamptonshire. The Office of the Police & Crime Commissioner (OPCC) is running a consultation on the options and to gather views relating to Council Tax and Policing and Fire & Rescue Services. The survey is available at http://www.northantsp.cc/northantscounciltax and the deadline for responses is Friday 7 December 2018.
Daventry District Landlord Forum 14 November 2018
Following a successful event in May, Daventry District Council will be holding a second landlords forum for local private landlords on Wednesday 14th November 2018.
The forum will provide a platform where news, views and experience can be discussed and also allow them to help and offer advice to landlords and managing agents on legislation changes, offer reasons for landlords to work with them, and help them to understand their obligations. The forum will also allow opportunity to network and liaise with private landlords within the Daventry District area. Attendance is free and open to all private landlords and managing agents who rent out their properties in the Daventry area.

What do you think a new Council covering West Northamptonshire should be called?
Give your views on name for proposed new council
People in Daventry District are being encouraged to suggest possible names for a proposed new unitary council covering West Northamptonshire.
The Government is currently considering plans to replace the county council and seven current districts and boroughs with two new unitary authorities in Northamptonshire – one in the west and another in the north. The proposed new unitary authority in the west would cover the current areas of Daventry District, Northampton Borough and South Northamptonshire.
The Government has not yet decided on whether to proceed with the unitary proposal and is expected to launch its own consultation shortly before making a decision. However due to the tight timescale for creating the new councils by May 2020 if the proposal is approved, Daventry District Council and its partner councils in the west are continuing with preparations to help inform and shape any future legislation. This work includes proposing a name to the Government for Parliament to decide upon.
Residents and businesses in Daventry District are urged to give their views on what they think a new west unitary council should be called during an informal consultation running until Monday, 3 December.
They are being asked to respond to the following question: What do you think a new Council covering West Northamptonshire should be called?

Consultation on draft Local Offer for Care Leavers
In line with new legislation, Northamptonshire County Council (NCC) will be publishing a ‘Local Offer for Care Leavers’ (also known as the “Offer”) showing all the services that the NCC provides to young people leaving care.
Working with a variety of people including young people in care they have developed Northamptonshire County Council’s Local Offer for Care Leavers (draft). They are now seeking the views of stakeholders (care leavers themselves and other interested parties) before they prepare the final document for publication in early 2019.
The final “Offer” document will be developed using feedback from the consultation and will be published on the Young Northants website (www.northamptonshire.gov.uk/youngnorthants), but will also be available in a paper version.
How to have your say
Two questionnaires have been developed, one which is specifically for care leavers and one which is specifically for organisations and other interested people.
Before you answer the questions they ask that you read through the “Offer”, available on the Consultation Register.
This consultation closes at 5pm on Wednesday 28th November 2018.
Christmas 2018 waste and recycling collections
Households are encouraged to find out more about arrangements for waste and recycling collections over Christmas and New Year.
Collection schedules
Collections will continue to take place as usual over the Christmas and New Year period, except for Christmas Day and New Year’s Day:
Extra recycling collection
Your blue-lidded recycling bin will continue to be collected as usual over Christmas and New Year, with the addition of an extra collection for all households in the week beginning 7 January – please put your recycling bin out on your usual collection day alongside any other bins that are scheduled. Please also note that this extra collection is not listed on the paper calendar you received in June.
Extra recycling that you cannot fit it in your blue-lidded bin will also be collected during the festive period -please place items into clear or white bags (not black or green sacks) and put them next to your bin.
Don’t forget that a range of festive items can be recycled, including sweet tins, and foil-free wrapping paper and Christmas cards. As a good rule of thumb, wrapping paper that can be torn is probably made from paper and can therefore be recycled.
General waste
Black bins containing general waste will continue to be collected as normal on their three-weekly cycle. Please make sure you recycle as much as possible as side waste and bins with raised lids will not be collected.
Food waste
Food waste bins will continue to be collected on their usual weekly schedule. Please remember you can recycle leftover raw and cooked foods, including veg peelings, egg shells, out-of-date food, plate scrapings, solid fats, meat and fish bones. Please do not put any liquids in the caddy.
Garden waste collections
Those subscribed to the service will continue to receive collections on their usual schedule in the run up to Christmas and New Year. Please note there will be a short break in collections during the second week of January so that crews can focus on the extra seasonal recycling.
Christmas trees
Households subscribed to the garden waste service can put their real Christmas trees in their garden waste bin or alternatively place them alongside the bin for collection in the week beginning 22 January.
There are no communal collection points for real Christmas trees, but you can take trees to your local household waste recycling centre. Find your nearest centre at www.daventrydc.gov.uk/recycling
Keep up-to-date with the mobile app
You can check your collection day and set up notifications to remind your which bins to put out using their mobile app.
Available for free from Apple’s App Store and the Google Play store, the app can also be used to access the latest news from Daventry District Council, as well as information about local facilities, services, shops, bars and restaurants.

Reporting a missed bin
Daventry District Council’s offices and Contact Centre will be closed from Christmas Day, reopening on Wednesday, 2 January. During this time waste and recycling services will continue and you can report a missed bin collection on our website at www.daventrydc.gov.uk/recycling
Be aware of new dog control powers from 1 December 2018
Dogs must be kept on leads around schools and in cemeteries and memorial gardens from December as part of new rules being introduced in Daventry District.
The new Public Spaces Protection Order (PSPO) will also limit to six the number of dogs that can be walked by one person at one time, and prohibit smoking in fenced-off play areas.
The new PSPO, which will come into force on 1 December, also includes all the rules set out under the existing PSPO, which state owners must:
DDC will be working alongside schools and parish councils across the District in the weeks leading up to 1 December in order to agree appropriate boundaries and signage for the regulations requiring dogs to be put on leads.
The boundaries around schools will focus mainly on entries and exits and will apply only on school days. No smoking signage will also be added to fenced-off children’s play areas.
Anyone who breaks one of the orders risks a £100 on-the-spot fine or, in serious cases, prosecution, though the additional new regulations will only be full enforced from April 1.

Northamptonshire County Council Adult Social Care Prevention Services Consultations
Northamptonshire County Council are consulting on the following two Adult Social Care Prevention Services:-
Currently, DeafConnect has a contract with Northamptonshire County Council to provide a number of services to help deaf and hard of hearing adults to continue to live independently in their own home, with their family or carer(s).
This consultation seeks to gather feedback and evidence about the impact of ending the Council’s current funding arrangements only for the adults support service (Children’s First will look separately at funding arrangements for children).
Decommissioning of Prevention Service for Adult Social Care Service – Visually Impaired Services
Currently, Northamptonshire County Council commissions (i.e. buys) a number of services through Northamptonshire Association for the Blind (NAB).
Give them your views in a number of ways – visit their web site for all of the different ways you can give your feedback, including their online questionnaire.
The deadline for these consultations is 5pm on 8th November 2018.
